1925 Revere Beach?

This picture is called Shady 1925. I don't know why. The only shade in the picture is of the makeshift shelter. In the background I see the the two towers and part of what could be the Derby races, the tourist hotspot seems to be in full swing, yet if the date of 1925 is correct, the Great Depression is about to hit.
Is this shelter what gave them the idea to build shelters? The time frame seems to be wrong. Didn't they have permanent shelters before 1925? And what is that thing on the beach? It looks like a tent.
